Why Are Property Taxes Different in the Town and Village of Goshen?

by Ammar Iqbal

Property taxes differ in Goshen, NY because the Village of Goshen is a separate municipality inside the Town of Goshen. Village property owners pay a village tax in addition to town, county, and school taxes. Owners outside the village do not pay village tax, but they pay certain town charges that village owners do not. Totals depend on the specific parcel.

Town and village: two governments, one address

The Town of Goshen is the larger municipality in Orange County, New York. The Village of Goshen is an incorporated village inside it, with its own mayor, board, police department, public works department, and budget. A mailing address that says "Goshen, NY 10924" does not tell you which side of the line a home is on. When you search homes for sale in Goshen and across Orange County, check each listing against the village boundary.

The town's assessor values all property in the Town of Goshen, including the Village of Goshen and the parts of the Villages of Chester and Florida that lie inside town boundaries (Town of Goshen Assessor). So village and non-village homes share one assessment roll. The difference comes from which taxing jurisdictions apply.

Which tax bills a Goshen property owner receives

Most owners receive two or three bills a year:

Bill Who issues it Who gets it Typical timing
Town & county (plus special districts) Town of Goshen Tax Receiver Every property in the town, including village parcels Mailed late December; due by March 31 (Tax Receiver)
School The school district the parcel sits in Every property Mailed in September (Orange County calendar)
Village of Goshen Village Clerk / Tax Collector Only parcels inside the village Mailed in June (Orange County calendar)

If you pay through a mortgage escrow account, your lender pays these bills, but the amounts still show up in your monthly payment.

What village taxes pay for

The village tax funds services such as village police, street maintenance, refuse collection, street lighting, and administration (Village of Goshen adopted budget). Village water and sewer service is billed separately to connected users (Village Clerk). Many homes outside the village use wells and septic instead; see our well vs. municipal water guide.

Tax rates are set each year, so compare a property's actual current bills rather than relying on estimates. If you own in Goshen and are thinking about a move, a free home value estimate can round out the picture.

Why outside-village owners don't automatically pay less

It's tempting to assume that skipping the village bill means a lower total. That isn't always true. Several factors can offset it:

  • Part-town charges. New York towns that contain villages keep "part-town" funds for costs charged only to the area outside villages, such as certain planning, zoning, and highway expenses (NYS Comptroller, Information for Town Officials). Village owners do not pay those.
  • Special districts. Some outside-village neighborhoods are in town water districts, such as Hambletonian Park, Arcadia Hills, Scotchtown Park, and Stonehedge, with their own charges (Town of Goshen Water & Sewer). Fire protection charges also vary by location.
  • School district. School tax is usually the largest part of the bill. Goshen Central School District covers the entire village but only portions of the Town of Goshen (Goshen CSD), so some town addresses fall in a different district with a different rate.
  • Assessed value. Two homes with similar prices can carry different assessments. The Orange County market snapshot shows current price trends.

How to check the taxes on a specific Goshen property

  1. Find the parcel. Search by address or owner in Orange County's ImageMate Online system for assessed value, tax map number, and municipality (Orange County Parcel Information).
  2. Confirm village status. Check whether the parcel is listed in the Village of Goshen, or call the Village Clerk at (845) 294-6750.
  3. Pull the actual town & county bill through the town's online tax portal (Town & County tax bills).
  4. Pull the school bill from the school district. Goshen CSD bills are online (Goshen CSD tax payments).
  5. Add the village bill if the parcel is in the village.
  6. Check exemptions. A current owner's STAR credit or other exemptions may not transfer to you (NYS STAR program).
  7. Ask the assessor about recent changes. Grievance Day is the fourth Tuesday in May (Town of Goshen Assessor).

Services to compare along with taxes

A tax bill is only part of the picture. When comparing a village home and a town home, also ask about:

  • Public water and sewer vs. private well and septic
  • Trash pickup: village service or private hauler
  • Police coverage: village police or town police
  • Sidewalks, street lighting, and snow removal
  • Walking distance to the village center (compare recently sold homes in both areas)

Yes. Village properties are also in the Town of Goshen, so they receive the town and county bill and a school bill, plus a separate village tax bill.

Is the total tax bill always lower outside the Village of Goshen?

No. Outside-village owners skip village tax but may pay part-town charges, special district charges, or a different school tax. Compare actual bills for each parcel.

When are Village of Goshen taxes billed?

Orange County's collection calendar lists the Village of Goshen among villages that mail tax bills in June. Confirm current dates with the Village Clerk.

Who assesses property in the Village of Goshen?

The Town of Goshen assessor values all property in the town, including village parcels, so both use the same assessment roll.

How do I find the school district for a Goshen address?

Check the property's school tax bill or ask the town assessor. Goshen Central School District covers only part of the Town of Goshen.

Will my taxes match the seller's?

Not necessarily. Exemptions like STAR or senior exemptions belong to the owner, and reassessments or new rates can change the bill.
